Education stakeholders are pushing the government to form an
independent profession regulatory board to oversee all matters
affecting the development of education sector in the country.

Speaking at the roundtable discussion in Arusha, Tanzania Teachers
Union President Gratian Mukoba said that the quality of education in
Tanzanian public schools is declining as a consequence of the invasion
of unqualified teachers.

Giving his experience on the issues related to teacher
professionalization and professionalism, Mukoba said other factor
behind the deterioration of education quality is the endless conflict
between teachers and the government.

“It is an open secret that the working morale of teachers in our
country is deteriorating each day because of the unfavorable working
environment, poor remuneration and lack of teachers entitlement like
houses“said Mukoba.

According to him, the situation calls for the impartial regulatory
board in a bid to address the issue comprehensively, from, teacher’s
welfares, education provision, and student enrollment among others.

Prof. Raph Masenge from University of Dar es salaam faculty of
Mathematics concurred with TTU boss, saying unfavorable teaching
environment rendered teaching profession being the last option after
one misses other fields.

“In the past teaching was prestigious field because the government had
given its due consideration, but now, no one would like to be a
teacher” Prof. Masenge explained.

Dar es salaam University College of Education (DUCE) Lecturer, Mabula
Nkuba implored the government to treat teachers like military
officers, if the education quality is to improve.

“If the government wants to restore the old glory of education, it
should treat teachers equally as it do for Tanzania Peoples Defence
Force officers” Nkumba noted.

Officiating at the forum, Bakari Issa, Principal Education Officer
Ministry of Education & Vocational Training Teacher Education
Department said Tanzania is now in process to establish ‘The Tanzania
Teachers Professional Board’.

Issa said the board would address some of the challenges like;
teachers preparation, quality of teachers, adequacy, recruitment,
teacher motivation and incentives; accountability and transparency;
and teaching and learning environment.

The Government intends take back all plots that had been issued to investors who wanted to construct hotels and lodges in National Parks but have failed to do so. 

The Deputy Minister for Natural Resources and Tourism, Mr Lazaro Nyalandu revealed here that his ministry has issued a three-month deadline until January 2013, for the earmarked plots to be developed into tourist properties orelse their title deeds will be revoked.   

At least six of such plots intended for hotel developments are located in National Parks located in the Northern Zone’s tourist circuit, destinations that operate under the Ngorongoro Conservation Area Authority as well as the Tanzania National Parks. 

“We are suspecting some dubious deal or foul play intentions by investors who keep amassing land and properties but keep them idle for years,” said Mr Nyalandu, warning that Tanzania will no longer entertain such rackets. 

The Deputy Minister who was visiting hotels and lodges located within the Ngorongoro Conservation Area Authority as well as those operating in the adjoining Karatu District, revealed that the government had been issuing plots to a number of firms that wanted to construct tourist properties in national parks since 2005. 

“Many of these plots are still idle with owners maintaining authorities over them thus preventing other potential investors from developing the properties into revenue yielding hotels or lodges which is essentially a type of sabotage to the country’s economy,” added Mr Nyalandu.
The Deputy Minister pointed out that seven years was a rather long period for plots meant for development  to remain idle. He said  the firms laying claims on them do not seem to show any indication that they are working to develop them even as the country faces acute shortages of hotel beds.

WAALIMU na wanafunzi wa shule ya msingi Nan  katika kata ya Engusero Sambu  Wilayani Ngorongoro Mkoani Arusha wamekimbia  shule hiyo kutokana na hofu ya kuvamiwa na kuuawa kwa sialaha za moto zinazodaiwa kumilikiwa na jamii za kisonjo na kimasai ambazo zimekuwa zikipigana mara kwa mara.

Shule hiyo ina wanafunzi  248 kati yao wavulana 158 na wasichana 100.
Hivi karibuni watu wanaodhaniwa kuwa ni vijana wa Kisonjo   wakidaiwa na sialaha za moto walivamia katika eneo hilo na kupora mifugo na kujeruhi watu
 kadhaa kwa risasi.

Waalimu hao ambao hawakutaka kutajwa majina yao   waliwaambia waandishi wa habari kuwa tetesi za morani wa kimasai kuvamia maeneo ya wasonjo kulipiza kisasi zimezagaa katika eneo hilo na kwa hiyo hawawezi kufanyakazi katika mazingira hayo.

“Hatutaki kutaja majina yetu tutapata matatizo ,Hata wanafunzi hawapo tutafanya kazi gani hapa ,serikali imeshindwa kumaliza migogoro ya jamii hizi na sisi  tunakuwa wahanga”alisema Mwalimu mmoja wa shule hiyo.

Walisema kuwa hata wanafunzi wa darasa la saba walilazimika kuhamishwa kwenda kufanya mitihani wa kumaliza elimu ya msingi katika eneo la Wasso kutokana na hali ya usalama kuwa tete.

“Unajua katika tukio hilo mtu mmoja aliuawa mashine ya kusaga nafaka kuchomwa moto na mamia ya mifugo ya wamasai iliporwa na watu hao ambao wanadaiwa kutumia silaha za kivita ikiwemo AK47 na SMG”alisema mkazi wa Kisangiro
Alieleza kuwa baadhi ya watoto wamebaki majumbani miezi miwili na kama serikali haitawafuatilia hiyo ndio itakuwa njia ya wazazi kukwepa jukumu la kuwasomesha.

Naye afisa elimu shule za msingi Wilayani humo Papaa Kinyi alithibitisha kuwepo kwa hali na kusema kuwa wanajaribu kuwashawishi waalimu hao kurudi shule kwa kuwa vyombo vya ulinzi na usalama vinafuatilia hali ya mambo katika eneo hilo

“Ni kweli Waalimu wana hofu lakini serikali inafanya kila linalowezekana kurejesha amani katika eneo hilo”alisema Papaa Kinyi.

Mkuu wa Wilaya ya Ngorongoro Elias Lali alisema kuwa serikali inaendesha zoezi la kupokonya silaha za moto kutoka kwa watu wanaozimiliki kinyume na sheria.
Alisema hadi kufikia sasa wamekwisha kamata bunduki mbili aina ya SMG na Riffle na kwamba zoezi bado linaendelea.

“Ni kweli hapa kuna hofu kutokana na uvumi unaoendelea lakini vyombo vya usalama viko tayari kukabili tishio lolote la usalama ,tunajaribu kuhamasisha waalimu na wazazi kuwarudisha watoto kuendelea na masomo”alisema Lali
Alieleza kuwa serikali iko mbioni kupeleka msuluhushi wa mipaka ili kumaliza migogoro yote ya ardhi katika Wilaya hiyo.

"Msuluhishi huyo atateuliwa na wizara ya ardhi na tunaamini kuwa hili tatizo la mipaka likishughulikiwa vizuri hii migogogro na vita vitaisha hapa"alisema Lali
Eneo la Loliondo limekuwa likikumbwa na vurugu za kikabila mara kwa mara   baina ya wasonjo na wamasai  ambapo watu zaidi ya ishirini  wamekwisha poteza maisha katika kipindi cha miaka 15 iliyopita.

The government have been put on blame for being reluctant to solve unending
conflict between Maasai's from Longido and Arumeru Districts.

The conflict which started mid September this year has left one person dead, several others injured and 12 households reduced to ashes.

Speaking at the burial ceremony of Seuri Mebuko (16) who was killed on
Thursday at Kimasarwa Village near the disputed border of Arumeru and Longido, traditional elders vowed to take law at their hands to pursue justice for the killing of their boy.

“Our government has failed completely to restore peace and harmony in our land, it is the right time for us to reveal this, you all knows how its officials in lower level are inciting violence, we must do something to give our families safety “said Laigwanani Kalanga Lendulo.

He said the government had more chances earlier to curb the situation but
it  took the  problem  without due consideration a situation  which resulted to  loss of life and property damaged.

“The regional commissioner came and told us to stop the war and we obeyed his orders but the Maasai  from Longido are continuing the attacks, they have killed our young man this death will be the last to happen to our people “said Lendulo.

On his part the deceased  family spokesperson Daniel Laizer  said their son was killed brutally by the group of Maasai worriers from Longido when he was grazing cattles near the border of the two district.
 “It is a shame to those who have committed this murder; I call upon our community to do
something before things get worse here” Said Laizer.

He said Seuri life was very important and had the purpose to be fulfilled by him on earth but was cut shot because of negligence and careless leaders in our districts.

“We have heard police on the local media saying the incident was just a normal crime, it shocked the public here because we all know the source of the conflict and the circumstances surrounding it” said Laizer.

Commenting on the matter, Longido District Commissioner James Ole Millya said traditional elders from his District have met to map the way to end the land  conflict.

“It is sad that life and property was lost in this dispute but we are working tirelessly to end it for good, I appeal to our neighbors Waarusha to accept negotiations to end the crisis, they are brothers and sisters they speak one language and share traditional values “said Ole Millya.

Arusha Regional Police commander Senior Assistant commissioner of police (SACP) Liberatus Sabas maintained that police and other government security agencies are working closely to
restore and maintain peace and order in Longido and Arumeru  Districts.
